John William ("Bill") Malone, 82, passed away peacefully at his home in Newnan, Georgia on June 25, 2015. He was born September 16, 1932 in Macon, Georgia and was a graduate of Lanier High School, Duke University and Harvard Law School. He served in the U.S. Navy as First Navigator aboard The U.S.S. Carter Hall during the Korean War.
After practicing law in Atlanta for many years, Bill served as president of Comprehensive Addiction Rehabilitation Programs (CARP) of Georgia, a non-profit residential substance abuse recovery center which he stewarded to become a strong community resource based in Decatur, Georgia. Bill assembled a professional and compassionate staff, successfully aligned local, state and national support, and guided the organization's dramatic development to serve the needs of largely poor and homeless people from across the state who sought recovery. During his 15 years leading CARP, no one seeking help was ever turned away for inability to pay. Addiction counseling, health care, child care, and employment services were provided for over 10,000 people during his tenure.
The Agency for Health and Human Services named CARP a national model program for offering assistance to its graduates who wished to take steps to home ownership following one year of successful sobriety and employment.
As AIDS swept through urban Atlanta's poor and homeless populations during the 1980's and '90's, Bill garnered substantial support to create a residential recovery program for addicted mothers testing positive for the disease. The program provided on-campus housing for women and their children, and health care that included medications to prevent the transmission of AIDS from several hundred pregnant mothers to their unborn children. The campus nursery was named in honor of Bill, who delighted in his daily visits. Counseling and educational services were provided for older children. The organization drew the interest, praise and numerous personal visits from Rosalyn Carter.
Bill was predeceased by his mother, Nattie Smith Malone, his father, Comer Reynolds Malone, Sr., sisters, Louise Malone Sadler and Dolly Malone Fussell, and brother, Comer Reynolds "Ray" Malone, Jr. He is survived by his three daughters, DuVal Malone-Morse (Mark), Jennifer Reynolds Malone, and Mary Nell Malone; his brother, Richard "Dick" C. Malone (Katherine), two grandchildren, Matthew Malone and Mary Catherine Webb, many beloved nieces, nephews, cousins, and his faithful dog, Jesse.
